I`m not sure about the `Fallback` here. In my opinion the [Toolbar Fallback Button Skin] is simply and only cloned for the `Insecure popup header skin` and nothing more (in addition the `Insecure popup header skin.hover` is a clone of the not existing `Toolbar fallback button skin.hover`)...
I cannot find a reason for this strange construction; the same image you can define directly in the `Insecure popup header skin`...
