[Thumbnail Title Label Skin]

Description: separate title area at the top of tooltip thumbnails on tabs
Version: since 9.27 in skin.ini, since 9.27 implemented, but not used in 10
Visible: if Tools→ Preferences→ Advanced→ Tabs→ `Show thumbnails when hovering tabs` enabled (and before 10.1 if Tools→ Preferences→ Advanced→ Browsing→ `Show tooltips` enabled), you see the tooltip thumbnails with the title at the top - if mouse-hover on tabs

Note 1: I cannot find the reason for the lacking 3px at the right (visible eg if a border defined in the [Thumbnail Title Label Skin])...
