[Startup Dialog Skin]

Description: separate outer bg for the startup dialog
Version: at least since 9.0 in skin.ini, at least since 9.0 implemented, but not used in 10
Visible: if Tools→ Preferences→ General→ Startup→ `Show start-up dialog` chosen, the outer bg of the startup dialog

Note 1: The [Startup Dialog Skin] is a base skin, that means; if you have here no color/image/text color defined, you see Black bg together with a text color from the OS!

Note 2: the bottom space in all dialogs is affected by the Dialog button border skin: too

Note 3: the positioning of the O-icon `Startup dialog` from [Images] in the standard-skin is a shame - 7px more transparent space at the top of the image does it (I suggest anyway to eliminate this icon here; also corrected it looks not really nice)!
