[Start Popup Skin]

Description: bg for the start bar, behind the start bar skin
Version: at least since 9.0 in skin.ini, at least since 9.0 implemented
Visible: if Appearance→ Toolbars→ `Start Bar` enabled, with every new page (click on the + button in the tab bar)
