Description: inner bg for speeddial edit dialog
Version: since 9.27 in skin.ini, since 9.27 implemented
Visible: click an empty sd thumbnail (`Click to add a Web page`) in order to open the sd edit dialog, but this skin is invisible (no image/no color) - only present with it`s padding settings

Note 2: the grey number in this dialog is affected by the Label skin (but you cannot change the number color!)
