Description: outer bg for all dialogs
Version: at least since 9.0 in skin.ini, at least since 9.0 implemented
Visible: eg Tools→ Preferences

If no section, Info-Version 2 and

Note 1: The [Dialog Skin] is a base skin, that means; if you have here no color/image/text color defined, you see Black bg together with a text color from the OS!
