Version: since 9.5 in skin.ini, at least since 9.0 implemented
Visible: if eg Chat→ List rooms→ Join, the full panel chat toolbar

Section-types: - even if you are able to choose another position for the title/info part or the buttons part - it`s only the position inside the toolbar, so there are no valid section types
Section-states: .hover, .selected, .pressed, .attention, .disabled (only text color for buttons if not already defined in the `Toolbar button skin`)

If no section, Info-Version 3 and
